Dixon calls them "citizen developers" — people without technical backgrounds who are encouraged by leadership to solve problems with AI. They accelerate their workflows, but they also delete system artifacts, pull in sensitive context, and accidentally leak it outside the corporation. Meanwhile, developers run twenty different agents simultaneously across the enterprise, creating the same risks at scale.
