Iran and the Strait of Hormuz

The Iranian announcement that it is again restricting the Strait of Hormuz came just a day after it had said it would reopen the critical waterway. James Kraska, a professor of international maritime law at the U.S. Naval War College, explained the legal stakes: neutral states, including all the Gulf Arab states and any nation not involved in the conflict, retain their right of transit passage through the strait. However, Kraska noted that even once the strait is reopened, it will take time before ships can safely navigate through it. The back-and-forth over the strait, combined with the fresh violence in Lebanon, has undercut diplomatic momentum toward de-escalation.
