Paul Frambot's complaint is that DeFi lending pools set interest rates from a utilization curve somebody chose, which is a formula rather than a price. His alternative is a zero-coupon obligation issued at a discount and maturing at par, where the rate is whatever the discount turns out to be. The framing is useful whether or not you ever touch the protocol.
