Naveed Jamali never lied to the Russians. Not once in three years. "If they had asked me if I was working for the FBI, I probably would have told them yes," he says. "They just never did—because they were really good at assessing if you were lying." That paradox sits at the center of one of the stranger counterintelligence operations the FBI has ever run: a young man with no training, no cover name, and no clearance who walked into a Dunkin' Donuts and offered to help the Bureau take down a GRU officer in New York.
The 25-Year Head Start
The operation didn't begin with Naveed. It began with his parents. In the late 1980s, a man walked into their small book-selling business in midtown Manhattan claiming to work at the UN. The FBI's instructions were simple: get him his books.
