But McClaskey argues the most important starting point is simpler: the American intelligence community failed to penetrate the upper echelons of al-Qaeda. "We failed to have well placed sources or signals intelligence intercepts of al-Qaeda senior leadership in the run-up to the 9/11 attack," he says. "And we did not penetrate the plot."
