The finding, from the National Intelligence Council, casts doubt on one of the central assumptions behind the conflict now underway. Meanwhile, Lebanon's president has made an unusual proposal for direct negotiations with Israel while blaming Hezbollah for dragging the country into war—but neither Washington nor Jerusalem appears convinced.

The Intelligence Assessment: Why Regime Collapse Is Unlikely

The classified assessment, produced by the National Intelligence Council (NIC) one week before the war began, examined multiple scenarios including a narrow campaign focused on eliminating key regime leaders and a broader assault targeting Iran's leadership and governing institutions. In both cases, analysts concluded that the Islamic Republic's leadership structure is designed to survive exactly that kind of shock.
