The PPP Loan That Funded a Presidential Assassination

In the summer of 2021, a squad of Colombian mercenaries wearing fake DEA tactical vests arrived at the heavily fortified private residence of Haiti's president around one o'clock in the morning. They announced through a megaphone that this was a DEA operation and ordered everyone to stay inside. The president's security detail—roughly ten guards who were reportedly asleep or playing on their phones—simply let them in. The mercenaries shot President Jovenel Moïse to death, took hostages, and attempted to escape. Most were arrested or killed within hours. The story at the time seemed like a bizarre, isolated incident in a country already consumed by chaos.

What we learned this week, courtesy of a newly unsealed DOJ indictment, is that the entire operation was financed with money stolen from American taxpayers through the Paycheck Protection Program. The fraud was so brazen, so poorly monitored, and so flagrantly easy to execute that it directly funded an international political assassination.
