In the early days of building his app PuffCount, Pat Walls had no coding experience. Hire for completion, not for time

Walls recommends hiring developers exclusively from Eastern Europe, arguing that they offer the best balance of code quality and cost. But the more important structural choice is how you pay. "I don't pay anyone per hour, I pay them when the app is complete, it's on the store, there's no bugs." This shifts the incentive entirely. The developer is motivated to finish the project efficiently rather than stretch hours. Walls acknowledges this requires clear specification upfront — you need to define what "complete" means — but it protects the non-technical founder from scope creep and runaway budgets.
