His mother, Sylvia Jiang, told doctors he had rolled off a bed while in a nanny's care. Hospital staff did not believe her and called the police. That call unraveled one of the most disturbing child abuse cases in recent California history—one that involved a $4.1 million mansion, 32 surveillance cameras, 21 children, and a surrogacy agency the couple owned and operated from their home.

Sylvia Jiang, 39, and Guo Jun Xuen, 66, began their relationship in 2021, shortly after Sylvia's divorce from a much older man who accused her of elder fraud and financial abuse. Guo had come to the U.S. from China in 2012 after holding leadership roles in the Chinese government for nearly 20 years. By 2021, his real estate company, Udao Management, owned about 250 properties across Southern California. Records show he filed for nearly 40 LLCs in 2021 alone, and only three were still active by 2025. Former employees said the couple opened and closed more than 100 companies total to move and hide millions of dollars.
