South China Sea: The Flashpoint No One’s Paying Attention To

In early 2025, while global attention is fixed on the Middle East, China has been quietly escalating its pressure campaign in the South China Sea, particularly around Scarborough Shoal, a Philippine feature about 130 miles from the main island of Luzon. According to Brent Sadler, a senior research fellow for Naval Warfare and Advanced Technology at the Heritage Foundation, the Chinese have effectively taken over the shoal and are setting up for land reclamation to build another man-made base—repeating the pattern that shocked the region in 2013 through 2015. The difference this time is that the Philippines is fighting back, and the strategic calculus has shifted.

The 2013-2015 Precedent and What Changed

During the earlier land reclamation spree, the international response was "limited and very modest," Sadler says. No one in Washington took serious notice or pushed back diplomatically, and U.S. partners in the region still saw China as a partner rather than a threat. The Chinese exploited this weak messaging, building massive bases on features like Fiery Cross—complete with airfields, missiles, radars, and listening equipment—despite a Rose Garden promise between Xi Jinping and President Obama that they would not do so. The result was a permanent Chinese naval presence that bullies neighbors over sea floor resources, fish, and the water itself.
