Inside Georgia's Crumbling Prison System

On a June morning in 2014, Tyler Ryals walked into Telfair State Prison as an 18-year-old cadet. Less than two years later, he was the youngest CERT commander in Georgia's correctional system — a lieutenant at age 20. By the time he blew the whistle a decade later, he had watched Georgia's prisons transform from tightly controlled facilities into places where gangs run the buildings, officers are outnumbered ten to one, and inmates are tortured for weeks without discovery.

How a System Collapses

Ryals entered a system that was functional if brutal. Telfair's tier program — a long-term lockdown modeled on California's SHU — operated with clear protocols. Inmates on phase one got state-issue property only. After 90 days without disciplinary infractions, they could phase up. The buildings had structure: a booth officer watching the floor, two officers on each side, a supervisor present. At night, 28 to 33 officers worked the prison.

Show Notes

Tyler Ryals couldn't get into the military, so at 18 years old he became a correctional officer in the Georgia state prison system. He quickly worked his way up, becoming one of the youngest CERT team commanders and sergeants in the system. Over nearly 10 years, he worked inside some of Georgia's most violent maximum-security prisons and witnessed firsthand how severe staffing shortages put both officers and inmates at risk. Eventually, Tyler became a whistleblower, speaking out about just how dangerous conditions inside Georgia's prison system had become — a decision that ultimately pushed him out of the career he had built.
