The first time Leroy inspected a failed storm drain pump in Little Havana, the tunnel was dry. That was the first wrong thing. A channel designed to carry floodwater had no water in it—just a narrow, glistening strip running along the base of the left wall. When he poked it with his probe, the strip quivered. Then it pulled itself together, shrinking from a band into a hair-thin line in the space of a second, "like a vein deciding to hide." His camera showed only static. His supervisor, Dale Warner, told him to stop wasting time and get to the motor. But the motor wasn't the problem. The problem was behind a welded-shut maintenance door, where three black feeder cables pulsed with a slow, regular beat. And then someone knocked from the other side of the steel, and a voice came through the metal clear as day. It was Dale's voice, his exact tone, saying Leroy's name.
