How Dolmachiar's Government Actually Works
The Revolutionary Council was never designed to be a peacetime city government. It began as three war-band leaders—the Horn, Wall, and Forge clans—who led Dolmachiar's uprising against Osgar during the Shapers War. As the revolution went continental, new seats were added for each major ally that joined: the rebel houses of El Bradinia (Cormoray, Einfasen, Taconis), Azir, the Pact of Imlay, the dwarves of Kavros, and others. The result is a governing body where only three of nine seats are elected by Dolmachiar's actual residents. The other six are appointed by foreign powers—monarchies and consortiums that insisted on hereditary or appointed seats as the price of their military support.
