The federal government authorized over $14 trillion in bailouts, yet only about $46 billion of the TARP program—roughly 10%—went toward saving homeowners from foreclosure. A 2009 congressional panel found no evidence that Treasury had used TARP funds to meaningfully help ordinary people.
