In 2013, a U.S. Agency for International Development (USAID) official began taking bribes. Over the next decade, that corruption metastasized into a scheme involving four men who have now pleaded guilty to defrauding the government of $550 million. The details are remarkably brazen: NBA tickets, a country club wedding, $10 million dividends from a loan meant for international development, and jobs for relatives. How the Scheme Worked

The conspiracy centered on a web of contractors and subcontractors who manipulated USAID’s procurement process. Walter Barnes and Darrell Britt, two contractors, funneled payoffs through a subcontractor named Paul Young to hide the money trail. The scheme involved 14 corrupt contracts worth more than $500 million. In one instance, Barnes took out a $15 million loan for a business and promptly paid himself a $10 million dividend — capturing 66 percent of the loan for personal use. Another co-conspirator, Roderick Watson, received a $15 million loan from a business that Barnes controlled, which Watson used for lavish personal expenses.
