The key distinction is that momentum provides a hedge against value's long dry spells. Value investing can go a decade without working, as investors have seen. Momentum, by leaning into what is currently working, smooths out some of that waiting period. As Mann puts it, "Why are you not allocating a component of your portfolio to the things that are working within reason?"
